State legislator Ryan Spain will introduce a bill to create an independent commission of 16 people to draw the lines for political districts. If passed, it would replace the present process where the political party in power establishes district boundaries. Bradley University’s Brad McMillan and Madeleine Doubek of CHANGE Illinois discuss the history of such efforts and why the change is needed.
