The Illinois Power Authority buys electricity that is then distributed by Ameren Illinois. There has been a substantial increase in the cost of electric power. Negotiations for an aggregate purchase of electricity for a group of central Illinois communities were not successful. The director of the Illinois Power Authority and the Peoria city manager explain why costs are up and aggregation is out.
